Nothing in the Zoning Ordinance shall require any change in the plans, construction or intended use of any building or structure, the construction of which was legally started before the effective date of the Zoning Ordinance and which construction is being diligently prosecuted pursuant to such authority. Such entire building or structure shall be completed within two years from the effective date of the Zoning Ordinance, except as provided for in Section 1129.03(f).
