Pavement structures serving commercial or industrial areas shall be designed in accordance with O.D.O.T. Location and Design Manual based on the projected traffic volumes and soil conditions. Pavement structures shall be topped with a minimum thickness of one (1) inch of O.D.O.T. Item 404 asphaltic concrete over a thickness of one and one half (1 1/2) inch of O.D.O.T. Item 402 asphaltic concrete.
