143.02 POWERS AND DUTIES.
   The Planning Commission shall be established under Ohio R.C. Chapter 713 and other pertinent sections of the Revised Code, and that its powers and duties shall include but not be limited to the making of plans and maps of the whole or any portion of the Municipal corporation, and of any land outside thereof which, in the opinion of the Commission is related to the planning of the Municipal corporation, and making recommendations for the general location, character and extent of streets, alleys, parks, playgrounds and open spaces; the general location of public buildings and other public property; the general location, height and design of buildings; and, in the interest of the public health, safety, convenience, comfort, prosperity or general welfare, plans for dividing the Municipal corporation into zones for the limitation and regulation of the height, bulk and location of buildings, the use of buildings and other structures and of premises in such zones or districts.
