1107.06 FINAL PLAT.
   (a)   The final plat shall be filed with the Planning Commission not later than twelve months after the date of approval of the preliminary plat; otherwise it will be considered void unless an extension is requested by the developer and granted in writing by the Planning Commission. Filing shall be at least 14 days preceding the monthly meeting of the Planning Commission to be considered at that meeting.
   (b)   The Planning Commission shall approve or disapprove the final plat within 30 days after it has been filed. Failure of the Planning Commission to act upon the final plat within such time shall be deemed as approval of the plat. If the plat is disapproved, the grounds for disapproval shall be stated in the records of the Planning Commission, and a copy of said record shall be forwarded to the subdivider. The Planning Commission shall not disapprove the final plat if the developer has done everything that he was required to do and has proceeded in accordance with the conditions and standards specified in the approved preliminary plat.
   (c)   The Village Council shall approve or disapprove the final plat within 30 days after it has been certified and approved by the Planning Commission. Failure of the Village Council to act upon the final plat within such time shall be deemed as approval of the plat. If the plat is disapproved, the grounds for disapproval shall be stated in the records of the Village Council, and a copy of said record shall be forwarded to the subdivider. The Village Council shall not disapprove the final plat if the developer has done everything that he was required to do and has proceeded in accordance with the conditions and standards specified in the approved preliminary plat.
   (d)   The final plat as approved by the Planning Commission and the Council shall be filed in the office of the Recorder of Williams County, Ohio, within three months. If said plat is not recorded within three months, the approval of the Planning Commission and the Village Council shall be null and void.
