The Mayor may grant exemptions for all or any part of this chapter to:
(a) Any person or organization sponsored by or working for any other governmental agency;
(b) Any other person or organization upon the furnishing of such information as the Mayor may require to carry out the purposes of this chapter as set forth in Section 709.01 and where literal compliance with the chapter would result in undue hardship to the applicant. The Mayor may require a surety bond on a form and amount satisfactory to the Mayor to assure that the purposes of Section 709.01 are met.
