It shall be unlawful for any person or persons, firms or corporations to keep or maintain any table, alley, machine, device or place for playing any sports or games, within the corporate limits of the town, whether or not the sport or game is played for any wager, hire or pay without first obtaining from the town a license to do so, as provided in this subchapter, which license shall be in the name of the person or persons, firms or corporations actually keeping, maintaining and controlling the tables, alleys, machines, device or place.
