(A) No person shall keep or maintain any machine or device including pinball machines, electronic games and arcade games or place for the playing or any sport or game, whether or not the sport or game is played for any wager, without first obtaining a license from the Clerk-Treasurer.
(B) The provision of this subchapter shall not apply in any case where a machine or device, including pinball machines, electronic games and arcade games or place or playing of any sport or game is kept or maintained for use in a private family or for philanthropic, religious, benevolent or educational purpose.
