(A) No person shall leave any excavation or any obstruction of any kind or nature within or upon any part of any sidewalk, street, alley or public place, unless the same shall be surrounded by sufficient barriers, and location thereof distinctly marked by lights placed and maintained through the night, in such way and a manner as to effectually prevent an accident.
(B) Permission from the Town Council must be obtained before excavation.
