No animal is to be transported in an open vehicle or trailer unless confined in an appropriate manner intended to prevent the animal from jumping or being thrown from the vehicle in an accident or rapid stop or other use of the vehicle which could cause injury to the animal. No animal shall be transported in the trunk of a vehicle. Companion animals transported in the open bed of a vehicle must be restrained in a manner that is not life threatening to the animal and protects the safety of the animal.
