Animals that are confined within a kennel, cage, pen, building, shed, coop and the like or tethered to a limited area shall not be forced to sit, stand, walk or lay in their own excrement. Areas where animals are confined shall be kept free of trash, junk and debris that could cause injury to the animal and shall be kept clean to prevent the spread of disease.
