SECTION 7.04. DETERMINATION OF ELECTION RESULTS.
   (a)   Number of Votes. Every voter shall be entitled to vote for as many candidates for councilmember at large as there are councilmembers at large to be elected and to vote for one candidate for ward councilmember to represent the ward in which the voter resides and to vote for one candidate for the office of Mayor.
   (b)   Majority.
      (1)   Any candidate for Mayor who receives a majority vote shall be declared elected. If none of the candidates for Mayor receive a majority vote, none of such candidates shall be declared elected.
      (2)   Candidates for councilmember at large receiving a majority vote shall be declared elected until the number declared elected equals the number of Council offices to be filled (at large) at the election. If more candidates receive a majority vote than there are offices to be filled, those receiving the greatest number of votes shall be declared elected. If the number of candidates receiving a majority vote is a majority of the number of offices to be filled, the other candidates receiving the greatest number of votes shall be declared elected until the number declared elected equals the number of Council offices to be filled. If the number of candidates receiving a majority vote is not a majority of the number of offices to be filled, no candidate receiving less than a majority vote shall be declared elected.
      (3)   Any candidate for ward councilmember who receives a majority vote shall be declared elected. If none of the candidates for ward councilmember for a particular ward receives a majority vote, none of such candidates shall be declared elected.
   (c)   Second Election. All ties in the election shall be decided by lot in the presence of the candidates concerned and under the direction of the election authorities.
