(a) All burning sites must have a minimum safety strip of at least ten feet around the material to be burned. Escape of any fire at any time beyond the ten feet safety strip shall be a violation of this article.
(b) That only vegetative materials may be burned pursuant to such permit.
(c) The fire must be attended at all times unless completely extinguished.
