The Council may create a Planning Commission and a Board of Zoning Appeals, and such other administrative bodies as it now is, or may hereafter be, authorized to create pursuant to the provisions of the Code of West Virginia, Chapter 8, Article 24, as amended; and establish all rules and regulations pertaining thereto.
