(a) "Vehicle" meaning any thing used for transportation of goods or people, motorized or non-motorized, including but not limited to: automobiles, trucks, buses, boats, motorcycles, and trailers and contents thereof which include the following;
(1) "Motorized vehicle" any vehicle that is propelled by a motor or engine,
(2) "Non-Motorized vehicle" any vehicle that is not propelled by a motor or engine,
(3) "Trailer" an unpowered vehicle that is towed by another which would include but is not limited to camping trailers, boat trailers, utility trailers, flat bed trailers, motorcycle trailers, jet ski trailers, ATV trailers, UTV trailers, etc.
(b) "Abandoned vehicle" means any vehicle, or major part thereof, which is inoperative and which has been abandoned on private property for any period of time over thirteen calendar days, other than in an enclosed building or in a licensed salvage yard or at the business establishment of a demolisher, or any vehicle, or major part thereof, which has remained illegally on public property for any period of time over forty-eight hours, or any vehicle, or major part thereof, which has remained on private property without the consent of the owner or person in control of the property for any period of time over 48 hours, or any vehicle, or major part thereof, which is unattended, discarded, deserted and unlicensed and is not in an enclosed building, a licensed salvage yard, or the actual possession of a demolisher.
(c) “Inoperable motor vehicle" means a motor vehicle or any part thereof, other than
an on-premise farm use vehicle, which would include any of the following:
(1) Is discarded, wrecked, ruined, scrapped or dismantled or junked;
(2) Cannot pass the State Motor Vehicle Inspection required by West Virginia Code l 7C-16-1 et seq;
(3) Is either not serving a functional purpose or use or is not in an enclosed building, a licensed salvage yard or the actual possession of a demolisher.
(4) Is not road worthy which would include but not be limited too; flat tires, no tires, no rims, no engine, no muffler, no windshield, no doors, no lights, no bumper(s), no finders, etc.
(5) That bears a registration that is expired for thirty (30) days or more, or has no registration, or improper registration and has no Motor Vehicle Inspection Sticker (MVI), or an expired MVI sticker for thirty (30) days or longer. Exceptions: antique vehicles are exempt from MVI stickers.
(d) "Abandoned household appliance" means a refrigerator, deep freeze, range, stove, automatic dishwasher, clothes dryer, trash compactor, television set, radio, air conditioning unit, commode or bed spring, to which no person claims ownership and which is not in an enclosed building, a licensed salvage yard or the actual possession of a demolisher.
