(a) For purposes of convenience, the Mayor is designated as the permit officer. Persons desiring a permit for reservation of a park area for camping or for any recreational purposes shall make written application to the Mayor at the City office. Such application shall set forth the time and dates for the proposed use, the name, address and telephone number of the applicant, an estimate of the attendance and any other information the Mayor may require. The Mayor shall issue a permit hereunder when he finds that:
(1) The proposed activity will not unreasonably interfere with or detract from the public enjoyment of the park; and,
(2) Such activity is not reasonably anticipated to incite violence, crime or disorderly conduct; and,
(3) The proposed activity will not entail unusual, extraordinary or burdensome expense to the City, Commission or police.
(b) Within three days after receipt of an application for a permit, the Mayor shall notify the applicant in writing of his reasons for refusing a permit, and any aggrieved person shall have the right to appeal to Council within five days, in writing, and Council shall consider such application and sustain or overrule the Mayor's decision. The decision of Council shall be final.
(c) A person granted a permit shall be bound by all the provisions of this article in the use of such park.
(d) The Mayor shall have authority to revoke any permit upon a finding of any violation of this article.
