Except for unforeseen emergencies, parks shall be open to the public on such days and during such hours as may be designated by the Parks and Recreation Commission. Appropriate signs and notices as to opening and closing hours and whether such park is open or closed shall be posted at all usual entrances to such parks. Any section or part of a park may be declared closed to the public by the Commission, or the Mayor in an emergency, at any time and for such length of time as may be reasonably necessary for the reasons for such closing.
