Upon any person filing an application for a grading/excavating permit, the Mayor/designee shall within three working days of the date thereof, make or cause to be made an inspection of the site to be graded/excavated, and if he finds that grading/excavating measures contained in the application are adequate to control and prevent damage to adjoining property or property in the area, he/she shall approve the issuance of the permit. In the event that the Mayor/designee finds that the proposed grading/excavating as planned will result in erosion, siltation or other damage to adjoining property or property in the area, approval shall not be granted.
