SECTION 3.01. COMPOSITION, ELIGIBILITY, ELECTION AND TERMS.
   (a)   Composition. There shall be a City Council of six members. Three shall be known as councilmember at large and shall be nominated and elected by the qualified voters of the City at large. Three shall be known as ward councilmember with one nominated and elected by the qualified voters of each of the three Council wards, as provided in Article VII.
   (b)   Eligibility. Only qualified voters of the State of West Virginia shall be eligible to hold the office of councilmember.
   (c)   Election and Terms. The regular election of councilmembers shall be held on the second Tuesday of June in each odd-numbered year, in the manner provided in Article VII. At the first election under this Charter six councilmembers shall be elected. The three candidates for councilmember at large receiving the greatest number of votes shall be elected and serve for terms of four years. The three candidates elected for district councilmember shall serve for terms of two years. Commencing at the next regular election and at all subsequent regular elections, three councilmembers shall be elected; each for a term of four years. Those elected shall be of like representative form as the three expiring terms. The terms of councilmembers shall begin the first day of July after their election.
