(a) There is hereby imposed upon private clubs licensed by the State to sell alcoholic liquor on their premises, and to keep and maintain on their premises a supply of such alcoholic liquor, an annual Municipal license fee payable to the City.
(b) Any private club so licensed by the State as aforesaid shall not operate within the corporate limits of the City without first applying for and being granted a Municipal license by and as a prerequisite for the issuance of such license by the City, paying in full the required license fee levied hereunder.
(c) All such license fees paid to the City shall be credited to the general fund of the City.
