Following the issuance of a State license for the sale or distribution of wine to a licensee, as that term is defined under State law, the wine licensee shall file an application with the City of Westover for the issuance of a license for the sale or distribution of wine within the corporate limits of the City. No such wine licensee shall engage in the sale or distribution of wine within the corporate limits of the City until such time as the City of Westover has issued the applicable license to such wine licensee.
