753.07 DURATION; LICENSE YEAR.
   (a)   The term for all annual licenses issued under the provisions of this article shall begin on the first (1st) day of July of each year and shall end on the thirtieth (30th) day of June.
   (b)   The City Clerk shall refuse to renew an annual license on any business which has failed to file any tax return or permit application as required by any provision of this article or which has failed to pay any interest or penalty due and owed the City by reason of operating a business within the City’s jurisdiction. Any business which has been adversely affected by an order or decision of the City Clerk or his representative relating to the granting of a renewal certificate may appeal such determination by requesting a hearing from the City Clerk within 30 days from receipt of such order or decision.
   (c)   The City Clerk shall issue a ruling within a reasonable time from the date of the hearing. An appeal may be taken by the business to the Westover Municipal Court within 30 days after he shall have received notice from the City Clerk of his determination as provided in this section.
   (d)   If the business wishes to continue the appeal from Municipal Court, he may appeal to Magistrate Court within thirty days after Municipal determination.
