753.03 DUTIES OF CITY CLERK.
   (a)   The City license shall be issued by the City Clerk upon proper application filed with him.
   (b)   The City Clerk shall collect and receive all license taxes under this article. The City Clerk shall report quarterly to Council all transactions in relation to such licenses and make complete records of such, and deposit any and all amounts collected from such source to the credit of the City.
