Any person aggrieved by the provisions of this article in the denial of a permit or license, or in the action of the Mayor in assessing the license fee as provided for herein, shall have the right of appeal to Council. Such appeal shall be taken by filing with the City Clerk within fourteen days after notice of the action complained of has been mailed to the appellant, a written statement setting forth the grounds for appeal. Council shall fix a time and place for a public hearing on such appeal and notice of such shall be given to the applicant by mail to his last known place of address five days prior to the date of such hearing. The decision and order of Council on such appeal shall be final.
