Before any permit or license shall be issued to an applicant not a resident of the County, or who being a resident of the County represents a person whose principal place of business is located outside the State, the City Clerk may require any such applicant to file with his application a bond payable to the City in an amount not less than one hundred dollars ($100.00), with surety acceptable to and approved by the Mayor, so conditioned that such applicant shall fully comply with the provisions of this article and guaranteeing to any resident of the City that all moneys paid to such solicitor or canvasser shall be accounted for and applied in accordance with his representations and that the property purchased will be delivered as represented. Action on such bond may be brought in the name of the City for the use and benefit of the aggrieved person.
