715.07 FEES; WAIVER OR ADJUSTMENT.
   (a)   The license fees provided for in this article for any such license issued to a person who is a nonresident of the County shall be one dollar ($1.00) per day, three dollars ($3.00) per week, five dollars ($5.00) per month or ten dollars ($10.00) per year.
   (b)   The license fee provided in this article if issued to a person who is a resident of the County shall be two dollars ($2.00) per year.
   (c)   The annual fees provided for herein shall be assessed on a fiscal year basis and shall be due and payable on the first day of July of each year. Such annual license fees shall be prorated on a semi-annual basis.
   (d)   None of the license fees provided for in this article shall be so applied as to occasion an undue burden upon interstate commerce. In any case where a license fee is believed by the applicant to place an undue burden upon such commerce, he may apply to the Mayor for an adjustment of the fee so that it will not be discriminatory, unreasonable or unfair as to such commerce. Such application may be made before, at, or within thirty days after the payment of the license fee. The applicant shall, by affidavit, show his method of business, gross volume of business and such other information as the Mayor may require to determine the extent, if any, of such undue burden on interstate commerce. The Mayor shall conduct such investigation as he deems proper and shall make a finding of fact as to whether the fee as fixed by this article is unfair, unreasonable or discriminatory as to the applicant's business. In fixing the fee to be charged, the Mayor shall have the power to base such upon a percentage of gross sales or any other method which will insure uniformity. The fee so fixed shall not exceed the amount provided for in this section.
