No solicitor duly licensed by the City who conducts door-to-door canvas or solicitation within the City shall conduct any noncharitable solicitation or door-to-door canvas before the hour of 9:00 a.m. or after the hour of 8:00 p.m. on any weekday, and no soliciting or door-to-door canvassing shall be conducted on Sunday by such licensed solicitors. The hours of 9:00 a.m. and 8:00 p.m. shall be the current standard or daylight time then in effect in the City.
