709.01 REGISTRATION.
   (a)   No landlord shall commence operations or activity within the corporate limits of this Municipality without first registering such activity with the City Clerk. The Clerk shall maintain on file the registration of each landlord operating within this Municipality, which registration shall set forth the full name of such landlord and his address or addresses, and it shall be the responsibility of each landlord to promptly update and/or amend his registration information with the City Clerk as required. All landlords in operation before the effective date of this section shall be provided at least forty-five days' notice by this Municipality that they are also required to register with the City Clerk pursuant to this section, and must be so registered before March 1, 1992, or face civil penalty as hereinafter set forth.
   (b)   All landlords shall be required to provide the following information to the City Clerk: The location and address of all premises leased by the landlord together with the full name and address of each and every occupant or tenant of the premises. Each landlord shall update this information as of July 1 of each year, commencing on July 1, 1992.
