(a) Any person violating the provisions of this article shall be subject to a fine of not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00) plus all court costs. Additionally, the Chief of Police, or approved official, is authorized to have removed from the public ways any all terrain vehicle by towing or other methods at the owner’s expense.
(b) Any person convicted of a second or more offense of this article shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) plus all court costs.
(c) Any parent or other guardian of any person not having attained the age of eighteen years authorizing or knowingly permitting any such minor to violate the provisions of this article shall subject such parent or other guardian to the same criminal sanctions set forth in subsections (a) and (b) hereof.
