(a) No person shall park any vehicle upon any City street in any one location in excess of seventy-two hours without the prior permission of the Mayor or Chief of Police. Any vehicle so parked in excess of such seventy-two (72) hour period shall be subject to removal at the owner’s expense and shall further subject the owner thereof to a fine.
(b) No person shall park any vehicle upon any street within the Municipality for the principal purpose of:
(1) Displaying such vehicle for sale.
(2) Displaying advertising.
(3) Washing, greasing or repairing such vehicle, except repairs made necessary by an emergency.
(4) Relieving the crowded condition of any parking lot, used car lot, automobile sales lot, repair garage, automobile sales agency or used car sales agency.
(c) No person shall park any vehicle upon a City street without the appropriate street parking permit, where the City requires such permits:
(1) Places where such parking permits are required must be determined to be high-density areas by City Administration Officials (such as the Mayor, Police Chief or Designee).
(2) Places where permits are required will be posted and curbs will be painted a distinctive color.
(3) One permit will be made available to each permanent resident and others made available for purchase to any resident, based upon parking capacity.
(d) Vehicles should not be parked on any commercial or industrial property that is not automotive sales businesses for the purpose of displaying them for sale. Nothing herein, however, shall be interpreted to prevent a customer or an employee of a business from having a “for sale” sign displayed in their automobile when parked there during business or employment activities.
