347.05 TOWING REQUIREMENTS.
   (a)   When one vehicle is towing another the drawbar or other connection shall be of sufficient strength to pull all weight towed thereby and such drawbar or other connection shall not exceed fifteen feet from one vehicle to the other except the connection between any two vehicles transporting poles, pipe, machinery or other objects of structural nature which cannot readily be dismembered.
   (b)   When one vehicle is towing another and the connection consists of a chain, rope or cable, there shall be displayed upon such connection a white flag or cloth not less than twelve inches square.

   (c)   When advised of the need for service by the Police Department Communication Center (Mecca), the towing service must be able to arrive at the requested scene within thirty (30) minutes of notification under the existing conditions and circumstances. If response cannot be made within the required time, the towing service shall notify the Communications Center of the reasons for delay and the estimated time of arrival. The Communications Center may cancel the request for response and request the next towing service on the list. The towing service will forfeit a call and move to the bottom of the list if the towing service’s driver/employee responds to a call in such a condition that the officer on the scene reasonably believes that the driver/employee is incapable of safely removing the vehicle (i.e., impairment due to consumption of alcohol or any chemical or controlled substance). Circumstances such as these may cause the towing service to be removed or suspended from the rotation list. Flashing amber lights shall be used at the scene and when towing from the scene. Towing services shall remove only the vehicle assigned as directed by the investigating officer. Towing services shall sweep all glass from the roadway and remove all debris or hazards from the scene as directed by the investigating officer. Conducting business at one location to receive multiple listings or classifications by utilizing a different or fictitious name for trucks operating out of the same location or by utilizing the same named trucks out of different locations is not allowed. For all third party tows, which is a tow requested by a Law Enforcement Officer, the towing rates must comply with Public Service Commission rates on file and in effect for each towing firm at the time of the tow. No person, firm, corporation or other entity shall tow for the City of Westover or provide services incidental to the towing, removal or storage of a wrecked, abandoned, disabled or other vehicle, pursuant to a lawful order of the Westover Police Department unless they comply with the rules as stated herein.
