(a) No person shall operate a vehicle on any City street, roadway, or highway located within the City limits, unless such vehicle is so constructed and loaded as to prevent its contents from dropping, sifting, leaking or otherwise escaping therefrom.
(b) It shall be unlawful to operate on any City street, roadway, or highway located within the City limits a vehicle carrying any load unless that load is covered and securely fastened so as to prevent said load, and the covering thereof, from becoming loose, detached, or in any manner a hazard to other users of said street, roadway, or highway.
(c) Any violation of this section will result in a fine of not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00).
