(a) The Board of the Commission shall consist of three members but not more than five.
(b) At the conclusion of the term of the appointment of each original member of the Commission, Council shall appoint a successor for a term of five years. Not more than two of the five members of the Board named above shall be from the same political party and no member shall hold any office (other than the office of notary public) or employment under the United States of America, the State of West Virginia, any county or political subdivision thereof, or any political party. All members shall be residents of the City.
(c) The Commission shall not incur any indebtedness or acquire any property, real or personal, without the prior written consent of Council.
(d) No indebtedness of any nature of the Commission shall constitute an indebtedness of the City of Westover, the County of Monongalia, or any agency thereof, except the Commission. No indebtedness or obligations incurred by the Commission shall give any right against any member of Council or any member of the Commission.
