The Sanitary Sewer Department shall have control and supervision over the construction, improvement. operation and maintenance of the sewage collection system, including intercepting sewers, outfall sewers force mains and pumping stations. The Department shall ensure the lawful collection and disposal of liquid and solid domestic, commercial, and industrial waste of its customers. The Department is vested with and shall exercise the rights and perform the duties conferred upon it or assigned by law or regulation as a West Virginia public utility.
