143.02 MEMBERS; QUORUM; QUALIFICATIONS; ELECTION OR APPOINTMENT; TERMS; DISQUALIFICATION.
   The Board shall consist of five members, a majority of whom shall constitute a quorum for the transaction of business; and no more than two of such members shall be members of Council. Each member of such Board must be a resident of the City and shall be appointed by Council for terms as hereinafter set forth. The term of the Board membership of any member of Council so appointed to such Board shall continue during his term as a member of Council and until his successor is appointed and qualified. The terms of other appointed members of such Board shall be for six years and until their successors have been duly appointed and qualified; provided, that Council shall appoint the members of the first Board, and such appointees shall serve as follows: one for a term of six years, one for a term of four years, one for a term of three years and one for a term of two years; the terms of such Board members shall begin respectively on the date of each appointment by Council. When any member of the Board, during his term of office, shall cease to be a resident of the City, he shall thereby be disqualified as a member of such Board and his office shall thereupon become vacant.
