The Planning Commission shall have power and authority to:
(a) Exercise general supervision of and make regulations for the administration of its affairs.
(b) Prescribe uniform rules pertaining to its investigations and hearings, provided that the rules and regulations are adopted by Council.
(c) Supervise its fiscal affairs and responsibilities.
(d) With consent from Council, hire employees necessary to carry out the duties and responsibilities of the Planning Commission, provided that Council sets the salaries.
(e) Keep an accurate and complete record of all departmental proceedings; record and file all bonds and contracts and assume responsibility for the custody and preservation of all papers and documents of the Commission.
(f) Make recommendations and an annual report to Council concerning the operation of the Commission and the status of planning within its jurisdiction.
(g) Prepare, publish and distribute and recommend changes in reports, ordinances and other material relating to the activities authorized under this article.
(h) Adopt a seal and certify to all official acts.
(i) Invoke any legal, equitable or special remedy for the enforcement of the provisions of the act or ordinance or its action taken thereunder.
(j) Prepare and submit an annual budget in the same manner as other departments of the City government and be limited in all expenditures to the provisions made therefor by Council.
(k) If necessary, establish an advisory committee or committees.
(l) Expend under regular City procedures any sums appropriated for its purposes and activities and may accept gifts and donations for Commission purposes.
(m) Recommend for adoption a Comprehensive Plan in accordance with the provisions and under the provisions of West Virginia Code.
(n) Adopt such rules and regulations as it may deem necessary to effectuate the provisions of this article, provided that the rules and regulations are adopted by Council.
(o) Approve all plats and subdivisions within the City.
The Commission shall have all such other powers and authorities as are vested in it under the provisions of West Virginia Code Chapter 8A.
