At the first meeting in each year the Planning Commission shall elect from its membership a president and a vice president and may appoint a secretary from within or without its membership. The Commission may appoint such employees as necessary to discharge its duties, and compensation paid shall be in conformity with the budgetary powers of Council. The Commission may contract for special or temporary services of attorneys, engineers and all other persons with professional training or skills appropriate or necessary in fulfilling the mission of the Commission.
