The Planning Commission shall fix times for holding regular meetings and shall meet at least quarterly. Special meetings may be called by the president or upon the written request of any two members. The secretary shall give at least two days notice of any special meeting unless such is waived by the full membership of the Commission. A majority of members shall constitute a quorum for the transaction of business, and no action of the Commission shall be official unless authorized by a majority of the membership at a proper meeting.
