It shall be an absolute defense to any civil action by an owner, landowner, or tenant for damages resulting from the closure, demolition, or other corrective action taken by the city under this article that the city followed the procedures set forth herein; provided, that the City acted in good faith, can demonstrate that the structure, dwelling, or building falls within one of the categories set forth herein, followed the procedures set forth in this article, and had adopted the State Building Code at the time the closure, demolition or other corrective action occurred.
