(a) All standing committees shall be appointed by the Mayor and all special committees shall be appointed by the presiding officer of the meeting at which authorized, unless otherwise ordered by Council.
(b) The standing committees of Council shall be as follows:
(1) Committee on finance;
(2) Committee on ordinances and contracts;
(3) Committee on streets and alleys;
(4) Committee on public safety;
(5) Committee on police;
(6) Committee on annexations;
(7) Committee on building.
(c) Each of the standing committees shall consist of three members of Council, unless otherwise ordered at the time of appointment; and the first member appointed upon any committee shall be the chairman thereof. Any committee may be called to meet by the chairman or any two members.
(d) All formal reports of committees shall be in writing, signed by the members or the majority thereof, and if action by Council be required, shall specify, in the form of a resolution or ordinance at the close of the report, such action as the committee may recommend for Council to adopt.
