Should a property owner or occupant of a structure desire to utilize a front or side yard in a manner prohibited by this article, that individual shall be allowed to file a written request for permission to do so with the Mayor. Should the Mayor determine, based upon the particular facts applicable to the request in question, that the request should be granted, the Mayor shall notify the applicant in writing that his or her request has been approved. The Mayor’s letter of approval shall set forth the specific date and time period for which the exception to the parking requirements of this article will be allowed, and additional conditions that may be deemed necessary.
