(a) No person owning, leasing or having control of any land within the City zoned to permit the location of house trailers thereon shall rent any part of the same, or permit the same to be used, for any period of time as a location for one or more house trailers without first having applied for and received a permit therefor from the City and complying with the provisions of this article. Application for such permit shall be filed with the City Clerk for the action of Council, and shall show thereon the following information:
(1) Name and address of applicant;
(2) Location of trailer site;
(3) Name of site owner;
(4) Name of trailer owner;
(5) Size of each trailer space;
(6) Sewage and waste disposal facilities;
(7) Number, location and character of toilet facilities;
(8) Water facilities.
(b) Council shall have the right to refuse any such permit if in its discretion it determines that the location and facilities are not suitable. Council shall also have the right to revoke any permit previously granted for the violation of any of the provisions of this article.
(c) The term of any such permit shall be for the fiscal year beginning on the first day of July of any year and ending on the thirtieth day of June of the following year, or the unexpired part of the fiscal year of the City. Council may renew any such permit from year to year upon application therefor and the payment of the annual permit fee provided for herein. The fee for a trailer to be placed upon any particular lot or parcel of ground shall be thirty dollars ($30.00) per year.
