1751.01 TRAILERS DEFINED; INTENT AND PURPOSE.
   (a)   A house trailer or similar mobile home unit is herein defined to be any vehicular portable structure built or designed to be on a chassis and primarily designed and marketed to be used for occupancy for travel, recreational or vacation use which may be moved either under its own power or by being towed and may be used for dwelling, eating, sleeping or any other similar purpose. It is the intention of this article to regulate the location, use and occupancy of all house trailers or similar mobile home units within the corporate limits of the City.

   (b)   It is hereby expressly declared that the aforesaid definition does not include what are commonly known as "motor homes" or "recreational vehicles" so long as the same are not used as a dwelling and so long as the same do not have the wheels removed and are capable of being moved either under their own power or by being towed by a passenger vehicle as defined in West Virginia Code Chapter 17.
   (c)   Council declares that the regulation of the location, use and occupancy of house trailers within the City is necessary in the interests of the public safety, and the welfare and health of the inhabitants of this City.
