The Common Council shall have all the powers requisite and necessary to govern the city in accord with the laws of West Virginia, including those set forth in Chapter 8, Article 12 of the Code of West Virginia. The Council also shall prescribe by ordinance which licenses of all kinds shall be applied for and granted, and all the terms thereof, and it shall require the payment of the taxes thereon before delivery to the person applying for any such license.
