It shall be unlawful for the owner of any lot, land, building, home, or structure to maintain, or permit to be maintained, any such lot, land, building, home, or structure or anything therein or thereon, in an unsightly condition or in such a state so as to constitute a fire hazard or so as to endanger the health or safety of the public.
