It shall be unlawful for any person to appear in a public place in an intoxicated condition. Any person who shall appear in any public place under the influence of any drug or intoxicant to such an extent as to stagger, reel, or otherwise appear in any degree to have lost or partially lost control of his or her natural powers of locomotion or speech shall be deemed in a drunken condition within the meaning of this section.
