§ 130.016 SAME, BRIBERY.
   It shall be unlawful for any person to give or offer to give any money or anything of value to any officer or employee of the city, either elected or appointed, as the consideration for the performance of, or the failure to perform, any duty or act required of such officer or employee of the city by the ordinances or Charter of the city or laws of the state; and it further shall be unlawful for any official or employee of the city, either elected or appointed, to accept or offer to accept such money or other thing of value for such purposes.
