§ 130.007 BILL POSTING ON POLES AND THE LIKE WITHOUT PROPER AUTHORITY.
   It shall be unlawful for any person to post any bill or advertisement on any public property, or on any pole located on any street, without the authority of the Common Council; and it shall be unlawful for any person to post any bill or advertisement on any property without the consent of the owner thereof.
