No person shall kindle or maintain any bonfire or outdoor rubbish fire or cause to be set on fire any refuse, grass, brush, debris, or any flammable substance except between the hours of 5:00 p.m. to 5:00 a.m. during the periods from March 1 to May 31 and October 1 to December 31, inclusive, and except as permitted by the Chief of the Bureau of Fire Prevention.
