The Common Council, having elected on July 2, 1962, by three-fifths vote of its members, to have the city become a participating public employer and thereby include its eligible officers and employees in the membership of the state employees retirement system, hereby declares that the city shall continue to be a participating public employer and shall conform to all applicable provisions of W. Va. Code 5-10-1 through 5-10-51.
