No permit or special permission required by the Electrical Code shall be issued until the applicable fee required for the particular type of permit applied for has been paid. The Common Council may, by ordinance from time to time, upon its own volition or upon recommendation of the electrical inspector, establish a schedule of fees for permits required by the Electrical Code and such schedule may include fees for inspections of work done under such permits; provided, that until a schedule has been adopted pursuant to this section, the fee schedule, relative to the issuance of permits for the construction, installation, alteration, and extension of electrical wiring and equipment which is in force and effect upon the effective date of this city code shall remain in full force and effect.
